Dramatic arrest of a man after he climbed down from a second-storey balcony following a fight and had to be capsicum sprayed by police

The sensational minute a man was captured in the wake of scaling a loft obstruct in what seemed, by all accounts, to be an edgy offered to dodge police has been gotten on camera.
